Work Packages 3

WP 3: Integration of EU-SILC data with administrative data.


The main objective of WP3 is to exploit administrative and third sectors’ locally data available to calculate indicators to monitor social exclusion and poverty and, moreover, useful to define effective local social policies.

Particularly, the main tasks are:
-    Review of local administrative and third sector data sources suitable to estimate living conditions variables at small area level
-    Collection and analysis of databases of administrative data;
-    Verification the feasibility of a linkage between this database and EU-SILC archives;
-    Definition algorithms that correct on the basis of EU-SILC administrative variables;
-    Definition of a model for monitoring poverty and living condition variables at small area level (NUTS 4) by means of administrative data.

The final task of WP3 is dedicate to create a permanent Observation System to monitor poverty, vulnerability and social exclusion. In this way, the main activities are the local stakeholders selection and involvement and the definition of formal agreement with them. 

This task is partially integrated with WP1 (Task 1.4. “Indicators for Local Government”) concerning the involvement of local stakeholders in the selection of poverty indicators (Delphi Method).
